What Changed

The FAA published AD 2026-15-13 on July 29, 2026. It is effective September 2, 2026.

This AD supersedes AD 2025-16-12, which was issued August 14, 2025, and became effective August 29, 2025.

AD 2025-16-12 required three things: revising the AFM, revising the MEL, and prohibiting installation of affected parts. It also offered an optional terminating action — replacing each affected HPV.

Since that AD was issued, the FAA determined that additional action is necessary. Repetitive replacement of the HPV clips is now required. The original three actions from AD 2025-16-12 are retained. The clip replacement is new.

ALPA supported the NPRM without change. No other comments were received.

Why It Matters

Reports identified HPV butterfly seal retention clip rupture on A320neo family aircraft. When the clip ruptures, the butterfly seals are no longer retained in the butterfly groove.

Two consequences follow.

First: Internal leakage increases. This can trigger a false alert that the HPV has failed in the open condition. That drives the crew into a non-normal procedure. Repeated false alerts erode crew trust in the alert system.

Second: The ruptured clip releases foreign object debris (FOD) into the pneumatic system downstream from the HPV. That FOD can damage the engine bleed air system and the pneumatic system on the engine pylon and wing.

The ultimate unsafe condition: high pressure and temperature in the duct downstream of the pressure-regulating valve. This could lead to duct burst. Duct burst can damage multiple systems and the airframe structure. The end state is potential loss of control of the airplane.

Not the Same as the A220 HPV Butterfly Clip AD

The overlap in terminology requires a clear distinction.

FAA Emergency AD 2026-13-52 (Article 19 in the ARW series) covers the Airbus Canada A220’s HPV butterfly clips. That AD imposed dispatch prohibitions — it affected the bleed-air system in the A220’s pneumatic architecture.

This AD — 2026-15-13 — covers the Airbus SAS A320neo family’s HPV butterfly seal retention clips. Different component. Different aircraft type. Different manufacturer. Different required action.

Both involve “HPV butterfly clips.” They are not the same part, the same aircraft, or the same AD. Compliance with one does not satisfy the other.

If you have already completed these actions under AD 2025-16-12, no additional action is required for these items:

  1. AFM revision — revise the existing AFM as specified in EASA AD 2025-0096
  2. MEL revision — revise the operator’s existing FAA-approved MEL by incorporating the applicable information from the MMEL update defined in EASA AD 2025-0096
  3. Installation prohibition — do not install affected parts

New action in this AD

Repetitive replacement of each affected HPV clip. Comply with the replacement schedule specified in EASA AD 2025-0096. This is a repetitive action — not a one-time replacement. The clips must be replaced at the intervals defined in the EASA AD.

Optional terminating action

Replace each affected HPV entirely. This terminates both the retained actions and the new requirement for repetitive clip replacement.

Cost per aircraft for the terminating action: 32 work-hours at $85/hour = $2,720 labor + $2,800 parts = $5,520 total.

For operators with large NEO fleets, the terminating action may be more cost-effective than indefinite repetitive clip replacements — particularly on high-utilization aircraft that would reach the replacement interval frequently.
